For your question. If I understand your dilemma right, the question would be: what could be considered as “innocent play” for our little ones and what would God consider as “Sabbath-breaking plays”? Did I get it right?
Looking at your three quotes the one condemning “play” has an additional explanation: we break Sabbath when we suffer our children to “wonder about”. Let’s develop it: there are innocent games where children are engaged and they are developing their skills – like building something simple, some creative things, like painting, collecting or observing some things in nature… Then, there are competitive games we certainly would avoid, even during the week.
Now, to suffer our children to “wonder about” seems as if they are bored and have nothing meaningful to do. And the guilt is placed not on children but rather on their parents. We see it so often – parents don’t take time to think through some meaningful activities for their children before the Sabbath and they end up playing with their phones. Angels are terrified at such neglect.
Does it help you to see the difference? We want to be playful and give active moments for our children, their energy level is much higher than ours, we need to respect that. But we don’t want to come in a last-minute not having any pre-thought ideas for innocent activities because often adults talk about their things and leave children on their own, which obviously ends up in running, chasing each other or doing things obviously having nothing to do with Sabbath day.

I am not sure if this quote is specifically about Sabbath plays or rather a general situation on any day of the week. “Gaining victory over something” might be in a positive context as we all need to overcome some bad inclinations and be determined to achieve some goals. As we read, Jesus approves that. I am sure this is not referring to any competitive gains.
Please let me know if this makes any sense for you or if this can trigger some suggestions from other parents coming to this page. THANK YOU IN ADVANCE. Our children deserve and need to have nicest memories on their Sabbaths spent with their family.

yes there are innocent games but it is unclear if it is all play on the sabbat that are prohibited or not stil in doubts
“Parents, above every thing, take care of your children upon the Sabbath. Do not suffer them to violate God’s holy day by playing in the house or out of doors” RH September 19, 1854, par. 10
Sabbath= Education =Sacrifice .
“—The value of the Sabbath as a means of education is beyond estimate. Whatever of ours God claims from us, He returns again, enriched, transfigured, with His own glory…. CG 535.2
Sacrifice ….. It is an essential part of education. Sacrifice must become habitual in all our character building in this life if we would have a building not made with hands, eternal in the heavens. 6T 214.1
It becomes clear that the Sabbath becomes a matter of education and sacrifice . It is part of the preparation for heaven. “Those who have trained the mind to delight in spiritual exercises are the ones who can be translated and not be overwhelmed with the purity and transcendent glory of heaven CCh 186.3.”
